GENERAL POSITION SUMMARY: The Pre-Construction Manager/Estimator is responsible for estimating a wide variety of projects and plays a crucial role in preparing proposals, assist in establishing corporate processes and procedures, and ensuring accurate and comprehensive project cost estimations. The ideal candidate will have expertise in industrial construction estimating, contract negotiations and is also familiar with Government contracts.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Project Estimation: Plan and coordinate efforts to produce comprehensive project cost estimates. Participate in all project phases, including intent to bid, submittal, award and turnover to operations, encompassing concept, schematic, design development and construction documents.
- Proposal Management: Coordinate the total estimating effort for a project or proposal. Review proposal specifications and drawings, attend pre-proposal meetings, determine the scope of work and the required contents of estimates.
- Estimate Preparation: Prepare estimates by quantity, unit, type and value. Conduct surveys of anticipated scope and prepare indirect project estimates to ensure all factors are properly considered, priced and included in the estimate. Analyze many inputs to determine how much time, money and labor a project needs and how profitable it will be, consider several factors, including allowances for wasted material, bad weather, shipping delays and other factors that can increase costs and lower profitability.
- Team Communication: Communicate progress and status with team members and management, ensuring transparency and alignment throughout the estimating process.
- Decision Making: Manage the go/no-go process in collaboration with management to assess project feasibility and risks.
- Proposal Compliance: Manage proposal responsibilities, ensuring all requirements are met and deadlines are adhered to.
- Technical Guidance: Provide technical guidance to promote consistency across projects, customers, and business lines, ensuring quality and accuracy in all estimates.
- Post Construction: Analyze estimated vs. actual cost for ongoing projects. Maintain a database of subcontractors and suppliers for future bid invitations.
- Perform additional assignments per supervisor’s direction.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- 5+ years of estimating experience in heavy commercial or industrial construction.
- Expertise in Electrical estimating his highly desired.
- Ability to accurately evaluate detailed specifications.
- Advanced proficiency in Microsoft Office, specifically MS Excel.
- Ability to work under pressure to meet project deadlines.
- Ability to read and understand blueprints.
- Knowledge of purchasing practices in the engineering and construction industry
- Strong organizational skills with the ability to manage multiple projects simultaneously.
- Perform a variety of duties and prioritize tasks, which may change often.

GENERAL POSITION SUMMARY: The Project Coordinator/Project Manager plays a critical role in ensuring that projects are completed on time, within budget, and to the satisfaction of all stakeholders. The ideal candidate will have experience in project management, particularly within the power systems or related industries. Candidates must have an unexpired US Passport; international travel is required for this position. Candidates must have or be able to obtain a US government security clearance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Project Management Support: Work closely with project managers, team members, subcontractors, and other key stakeholders to manage administrative tasks, resources, and communication. Organize and communicate project details to team members and serve as a liaison between team members and the project manager.
- Cost and Schedule Management: Collect, analyze and report information on project costs and schedules. Maintain project budgets, forecast costs, identify cost adjustments, and create project cost reports and progress charts. Measure and report project progress against targets, identifying potential issues.
- Contract and Documentation Review: Review contract documents, drawings, and specifications. Assist with permitting and interpreting company contracts. Manage the existing cost control database and financial risk, recruiting and organizing project cost information with client status reports.
- Change Control Management: Manage the project change control process, including communicating the implications of changes and monitoring contractor performance.
- Schedule Development and Maintenance: Develop and maintain project schedules, including work breakdown structures, resources, and cost estimates.
- Reporting and Communication: Prepare and coordinate reports for internal and external stakeholders, including progress reports and presentations. Track team workload and time spent on projects, keeping detailed records at every stage.
- Submittal and Approval Process: Assemble submittal packages, check for compliance, submit for approval, and track the approval process/status.
- Logistics Management: Help manage the logistics of people and material purchases. Work with procurement and other departments to manage deadlines and workflow, schedule meetings and appointments, and ensure that approved materials are used, supporting quality control efforts.
- Process Improvement: Assist in process improvement, implementation, and enforcement of document and project control systems and procedures.
- Risk and Issue Management: Identify and assess issues or risks that may arise, reporting them to the project manager.
- Perform additional assignments per supervisor’s direction.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- BS in Accounting, Engineering, Construction Management or a related field is required. Equivalent experience will be considered in lieu of a bachelor’s degree.
- 5+ years of project controls/project management experience in industrial construction, power systems experience highly desired.
- Must have knowledge of Critical Path Method and resource loading. Primavera experience is a plus.
- US Government Secret or Top-Secret clearance, or the ability to obtain a US Government clearance is required.
- Must possess a valid, unexpired US Passport.
- Must be willing to travel internationally when needed.
